For quite some time I get the above error message in my logs at every
reboot (translated it says: File /tmp/tmpkbd.BRzn8j cannot be opened).

It appears to be a partly stable random name.

A few days after installation (~ June) it was:
Jun 11 11:43:58 samd keyboard-setup.sh[185]: Datei /tmp/tmpkbd.8qI6qr kann nicht geöffnet werden.

Then it disappeared until Oct 29, when it became
Oct 29 11:50:52 samd keyboard-setup.sh[368]: Datei /tmp/tmpkbd.eRnip8 kann nicht geöffnet werden.

It remained this way until Nov. 19th, when it disappeared,
and it reappaered on Nov. 29th as
Nov 29 20:17:34 samd keyboard-setup.sh[308]: Datei /tmp/tmpkbd.BRzn8j kann nicht geöffnet werden.

Its been present on any system boot since then.

In /var/log/apt/history.*.log I see the following changes:
Oct. 28th:
console-setup-linux:amd64 (1.151, 1.152)
Nov. 19th:
console-setup-linux:amd64 (1.152, 1.153)
Nov. 28th:
console-setup-linux:amd64 (1.153, 1.154)

So these (dis)appearance coincide with new versions of console-setup.

I haven't noticed anything strange with the keyboard, neither in X nor
on the (heavily used) text consoles.

Pinging this issue as I can see it as well in my bullseye system ...

Using an ugly service override

/etc/systemd/system/console-setup.service.d/override.conf:
[Unit]
Wants=systemd-tmpfiles-setup.service
After=systemd-tmpfiles-setup.service

helps as work-around.
